The Movie begins with Raghu(Jeetendra) who has just finished his jail term. He had surrendered himself to the police trying to kidnap a child from its mother on his boss's [Prem Chopra] behest,.The child's mother dies, and himself having lost his mother as a child,he is weighed down by guilt.Therefore, he makes an honest confession. However, Inspector Mathur [K.N.Singh] to whom he had surrendered, believes that 'Once a thief, always a thief '. So he constantly keeps vigil on Raghu's activities. ...
