    Raj is an aggresive sub-broker in a prosperous broking firm and Abha is a marketing professional. They are a couple in their early-thirties. They shift to a new 2-bedroom flat in a Mumbai suburbs, expecting peace and quiet in their lives. Life is good for them, and their successful worklife is now nicely complemented by stability on domestic front.

    However, cracks start appearing in their so-far ideal existence, as Raj who is light sleeper starts getting disturbed by noises at nights. They wake him several times in the nights, though Abha keeps on sleeping undisturbed. One night, not being able to take it any more, Raj goes down to investigate and finds out, that it is the night watchman who has been blowing the whistle periodically in the night to scare away thieves. Raj scolds the watchman and asks him to stop making any further noise but the secretary Janardan insists on the continuation of whistling for the sake of the building security. Raj tries to gather support from fellow-residents but without any success.

    It started as a small and amusingly trivial issue to begin with, but escalates and takes the shape of a serious problem for Raj. He begins to disintegrate. And not being able to sleep at night begins to take a serious toll on both professional and personal life. He becomes cranky at work and his usual smart sense of judgement starts suffering. At home, he becomes obsessed with any loud noise around him. His disgust and frustration at being unable to solve a seemingly simple problem such as this begins to drive him crazy. To add salt to his injury, no one sympathises with his problem really – not Abha, not Dev – his friend at work, or any of his neighbours. It annoys Raj immensely, because he genuinely believes that this nightly noise-making is an illogical, uncivilized act. There is also a feeling that it is Raj's conscience that's not allowing him to sleep, rather than the physical whistling part, but it is not made clear.

    'Hulla' is story of a simple annoyance or irritation making a deep impact on a person's life and bringing about dramatic unexpected change that brings out the real character and emotions of the Raj and the people surrounding him, to the fore.
