Ray, a hitman, accidentally kills a boy on his first assignment. His foulmouthed boss Harry then instructs him to leave and take refuge in the city of Bruges along with his senior colleague Ken. Ray hates the medieval atmosphere in Bruges while Ken keeps himself busy in visiting the old buildings and museums. Ray meanwhile falls in love with a local drug-dealer Chloe and subsequently picks up a fight with her former boyfriend. Though the affair somehow uplifts his mood, Ray still is haunted by the guilt of killing the boy.
Harry, the boss, orders Ken to kill Ray as the killing of a boy cant be forgiven by any means. Ken, though reluctant, goes to shoot Ray in a park where he finds him on the brink of shooting himself. This over-rides Ken's feelings and he then persuades Ray to disarm himself and leave the city. Following the incident Ken informs Harry about his change on mind and hangs up. Furious as he is, Harry leaves for Bruges to meet his long term friend and aide Ken.
As the two meet, Ken persuades Harry to forgive Ray stating that everyone deserves a redemption. He even offers his life in exchange for Ray's. Harry takes a pity on Ray and shoots him in the leg. At the same time, Ray is found to be arrested and brought back to the city for assaulting a couple. Chloe bails him out and the two takes a ride through the city. Incidentally, Chloe's former boyfriend informs Harry as he sights them in the city. Harry leaves in a hurry to take revenge. Finding no other option to alert Ray about Harry, Ken drags himself up the roof of a church and jumps to death to draw Ray's attention.
Harry follows Ray to his hotel room. But the relentless resistance from the landlady, who is also pregnant, prevents them from engaging into a fight inside the hotel. In a bid to not hurt the lady and her unborn child, both decides to leave the premise. Harry finally pins Ray down in the alley where a film shooting is taking place and shoots him thrice. In the process one shot blows Jimmy's head off, a dwarf actor whom Ray befriended while meeting Chloe for the first-time on the film set. Mistaking Jimmy as a boy, Harry shoots himself in principle. A gravely injured Ray is seen taking to the hospital as he rapidly loses his consciousness.
